पश्चिम बंगाल सरकार ने एक बड़ा निर्णय लेते हुए खड़गपुर नगर पालिका के निर्वाचित बोर्ड को तत्काल प्रभाव से भंग कर दिया है। यह आदेश 21 जनवरी 2026 को कोलकाता से जारी किया गया, जिसने शहर के राजनीतिक और प्रशासनिक गलियारों में हलचल पैदा कर दी है।

प्रमुख बदलाव और नियुक्तियाँ:

राज्य सरकार के निर्देशानुसार, पश्चिम बंगाल नगर पालिका अधिनियम 1993 की धारा 431 के तहत ‘बोर्ड ऑफ काउंसिलर्स’ को विलुप्त कर दिया गया है। बोर्ड के भंग होने से उत्पन्न प्रशासनिक शून्यता को भरने के लिए राज्यपाल की अनुमति से खड़गपुर के उपमंडल मजिस्ट्रेट (SDO) को नया प्रशासक नियुक्त किया गया है।

नगर पालिका संचालन की सभी शक्तियां अब निर्वाचित प्रतिनिधियों के बजाय प्रशासक के पास होंगी। यह व्यवस्था आगामी छह महीने तक या नए बोर्ड के गठन होने तक प्रभावी रहेगी।

सरकार का पक्ष:

राज्य सरकार का दावा है कि यह निर्णय जनहित में लिया गया है ताकि नागरिक सेवाओं में किसी भी प्रकार की बाधा न आए। पिछले कुछ समय से नगर पालिका में विकास कार्यों और सेवाओं को लेकर काफी शिकायतें थी, जिसे देखते हुए यह कड़ा कदम उठाया गया है।

राजनीतिक हलचल:

इस अचानक हुए बदलाव के बाद राजनीतिक चर्चाएँ तेज हो गई हैं। स्थानीय स्तर पर यह सवाल उठ रहे हैं कि आखिर बोर्ड को भंग करने की नौबत क्यों आई और नए चुनाव कब आयोजित किए जाएंगे।

WHEREAS a mass petition (hereinafter referred to as the “said petition”) received by this Department

on the 17th December, 2025 from the residents of the Kharagpur Municipality (hereinafter referred to as the

“said Municipality”) in the district of Paschim Medinipur wherein allegation has been made on failure in

providing basic municipal services;

AND WHEREAS in the said petition, complaint has been made on the following disruption of

municipal services in said Municipality:

(1) Insufficient supply for last one (1) year and poor quality of drinking water.

(2) Accumulation of garbage due to lack of proper waste disposal by the municipal authority and irregular

collection of wastes from house holds.

(3) Irregular cleaning of drainages causing bad odour and spreading diseases.

( 4) Problems of installation of street light as well as maintenance ofit,

(5) Non-redressal of the public grievances raised by the residents or even by the concerned councilor.

AND WHEREAS considering the said allegations of gross negligence in the performance of the duties

imposed upon the said Municipality by or under the West Bengal Municipal Act, 1993 (West Ben. Act. XXII of

1993) (hereinafter referred to as the “said Act”) and the rules made thereunder, the Board of Councillors of the

said Municipality has been directed vide order No. 976/UDMA-15011(22)/24/2025-LS-MA SEC, Dated,

Kolkata, the 19

h December, 2025 to show cause within seven (7) days from the date of issuance of the order

why it shall not be dissolved on the grounds of the charges mentioned hereinabove in terms of provisions of

sub-section (I) of section 43 I of the said Act;

AND WHEREAS in response of the said show cause order, the Chairperson of the said Municipality,

vide Memo No. 1770/2025-26/KM, dated 23.12.2025, has submitted the reply of the Board of Councillors, as

resolved in the meeting held on 23.12.2025, on the allegations made in said petition, wherein summarily it has

been mentioned that:

• The lapse, if any, were neither willful nor deliberate;

• The Board of Councillors has already taken substantive corrective measures;

• Dissolution of the elected body would severely affect ongoing civic services and public interest.

AND WHEREAS the Chairperson of the said Municipality in the letter dated 23.12.2025 has also
mentioned that a mass petition may or may not have any legitimate grievance concerning municipal services and
should not be treated as absolute one. The residents of Kharagpur have the right to place their grievances before
any competent authority. The Board remains committed to stand with the people of Kharagpur and does not
treat any complaint in a discrete or isolated manner. The Board assures the State Government of its complete co-
operation, transparency and renewed commitment to provide efficient municipal services in strict compliance
with the law;
AND WHEREAS the District Magistrate, Paschim Medinipur has been requested vide letter No.
977/UDMA-15011(22)/24/2025-LS-MA SEC, Dated, Kolkata, the 19

h December, 2025 to cause an enquiry on
the said allegations of disruption of municipal services in the said Municipality and to send a report thereof to
this Department;
AND WHEREAS from the enquiry report received from the District Magistrate, Paschim Medinipur
vide Memo No. 11/MA/2026, dated 16.01.2026, it bas been revealed that:
(1) Quality and Supply of Drinking Water, – Inadequate supply of safe potable drinking water in different parts
of municipal area with complaints of supply of turbid or discoloured water and bacterial contamination
over an extended period;
(2) Waste Collection and Disposal,- Inadequate Solid Waste Management (SWM) with irregularity in waste
collection and unscientific waste disposal methods along with a partially operational Solid Waste
Management (SWM) processing facility;
(3) Irregular cleaning of Drainages causing Health Concerns and bad odour,- Cleaning or de-silting of drains not
done on a regular basis leading to persistent water stagnation and foul odour contributing to adverse health
conditions.
( 4) Street Light Installation and Maintenance,- Deficiencies in both coverage and maintenance of existing street
lighting infrastructure. Demand for installation of additional street lights in newly developed and extended
areas of the municipality not met;
(5) Non-redressal of Public Grievances by Councillors,- Ineffective Public Grievance Redressal mechanism
with no timely or adequate solution indicating gap in grievance handling and follow-up at the municipal
level;
AND WHEREAS in addition, the District Magistrate, Paschim Medinipur has further made the observation
that the enquiry report of the Sub-Divisional Officer, Kharagpur dated 14/01/2026 further noted complaints
relating to financial irregularities involving municipal employees, Building permissions and alleged violation of
building regulations. In addition, grievances pertaining to the execution and implementation of schemes related
to roads, drainage and drinking water supply also observed;

e AND WHEREAS in the enquiry report, the District Magistrate, Paschim Medinipur has also mentioned
in the letter that the enquiry report submitted by the Sub-Divisional Officer, Kbaragpur, corroborates the
allegations contained in the mass petition dated 17/12/2025 against the Board of Councillors of the Kbaragpur
Municipality and clearly establishes gross neglect on the part of the Board in discharging it’s statutory
ob.ligations relating to service delivery under the West Bengal Municipal Act, 1993;
AND WHEREAS considering the submission of the Board of Councillors of the said Municipality and
the findings made by the District Magistrate, Paschim Medinipur through enquiry, as mentioned hereinabove, it
can be stated that the Board of Councillors of the said Municipality is not in a position to carry out its functions
and to provide normal civic services. The State Government is of the opinion that the Board of Councillors of
the said Municipality has shown its incompetence in the performance of the duties or in the exercise of the
functions, imposed on it by or under the said Act and rules made thereunder or any other Jaw for the time being
in force;
NOW, THEREFORE, in exercise of the powers conferred by sub-section (2) of section 431 of the said
Act, the Governor is pleased hereby to declare the Board of Councillors of the Kharagpur Municipality to be
incompetent to exercise the statutory functions imposed on it and to dissolve the Board of Councillors of the
said Municipality with immediate effect.

Prime Minister Shri Narendra Modi inaugurates, lays foundation stone of multiple rail and road infrastructure projects worth more than ₹3,250 crore at Malda, West Bengal

Prime Minister Shri Narendra Modi inaugurated and laid the foundation stone of multiple rail and road infrastructure projects worth ₹3,250 crore at Malda, West Bengal. It is aimed at strengthening connectivity and accelerating development in West Bengal and the North-Eastern region. Addressing the gathering on the occasion, Shri Modi remarked that from Malda today, the campaign to accelerate the progress of West Bengal has gained further momentum. He highlighted that a number of projects related to the development of West Bengal have just been inaugurated and dedicated. The Prime Minister stated that new rail services have been introduced for West Bengal, noting that these projects will make travel easier for the people and also facilitate trade and commerce. He emphasized that the new train maintenance facilities established here will provide fresh opportunities for the youth of Bengal.

Underlining that from the sacred land of Bengal, another major step has been taken towards the modernization of Indian Railways, Shri Modi highlighted that from today, Vande Bharat sleeper trains are being introduced in India. He stated that this new Vande Bharat sleeper train will make long journeys for citizens more comfortable and splendid. He emphasized that the vision of how trains in a developed India should be is clearly reflected in this Vande Bharat sleeper train. The Prime Minister mentioned that a short while ago he interacted with some passengers at Malda station, and everyone expressed that traveling in this train was an extraordinary experience. He recalled that earlier people used to look at pictures of foreign trains and wish such trains existed in India, and today that dream is being realized. Shri Modi added that in the recent days, foreign tourists are making videos of how the Indian Railways is being revolutionised. He underlined that this Vande Bharat train is Made in India, built with the hard work and dedication of Indians. Shri Modi noted that the country’s first Vande Bharat sleeper train is connecting the land of Maa Kali with the land of Maa Kamakhya. He further stated that in the coming time, this modern train will expand across the nation and congratulated Bengal, Assam, and the entire country for this modern sleeper train.

Prime Minister Shri Narendra Modi remarked that Indian Railways is undergoing a transformation, with electrification of railway lines and modernization of stations. He highlighted that today, including West Bengal, more than 150 Vande Bharat trains are running across the country. The Prime Minister stated that along with this, a complete network of modern and high-speed trains is being developed, which is greatly benefiting poor and middle-class families in Bengal. He announced that Bengal has received four more modern Amrit Bharat Express trains—New Jalpaiguri–Nagercoil Amrit Bharat Express, New Jalpaiguri–Tiruchirappalli Amrit Bharat Express, Alipurduar–Bengaluru Amrit Bharat Express, and Alipurduar–Mumbai Amrit Bharat Express. He emphasized that these trains will strengthen connectivity between Bengal, especially North Bengal, and South and Western India. The Prime Minister noted that these Amrit Bharat Express trains will make travel easier for pilgrims visiting Gangasagar, Dakshineswar, and Kalighat, as well as for those traveling to Tamil Nadu and Maharashtra.

“Indian Railways is becoming not only modern but also self-reliant”, emphasised Shri Modi highlighting that India’s rail engines, coaches, and metro coaches are emerging as symbols of India’s technology. The Prime Minister stated that today India manufactures more locomotives than America and Europe and exports passenger train and metro train coaches to many countries, which greatly benefits the nation’s economy and provides employment opportunities for the youth. Shri Modi concluded by emphasizing that connecting India is a priority and reducing distances is a mission, which is clearly reflected in today’s program.

Background

Prime Minister visited Malda Town Railway Station, where he flagged off India’s first Vande Bharat Sleeper Train between Howrah and Guwahati (Kamakhya). He also virtually flagged off the Guwahati (Kamakhya)–Howrah Vande Bharat Sleeper Train. Developed to meet the growing transportation needs of modern India, the fully air-conditioned Vande Bharat Sleeper train is set to offer passengers an airline-like travel experience at economical fares. It will make long-distance journeys faster, safer, and more convenient. By significantly reducing travel time by around 2.5 hours on the Howrah–Guwahati (Kamakhya) route, the train will also give a major boost to religious travel and tourism.

Prime Minister laid the foundation stone of four major railway projects in West Bengal, including the new rail line between Balurghat and Hili, next-generation freight maintenance facilities at New Jalpaiguri, upgradation of the Siliguri Loco Shed, and modernization of Vande Bharat train maintenance facilities in Jalpaiguri district. These projects will strengthen passenger and freight operations, improve logistics efficiency in North Bengal, and generate employment opportunities in the region.

Prime Minister dedicated to the Nation the electrification of rail lines between New Coochbehar–Bamanhat and New Coochbehar–Boxirhat, enabling faster, cleaner and more energy-efficient train operations.

Prime Minister further virtually flagged off 4 New Amrit Bharat Express trains  – New Jalpaiguri- Nagercoil Amrit Bharat Express; New Jalpaiguri- Tiruchirappalli Amrit Bharat Express; Alipurduar – SMVT Bengaluru Amrit Bharat Express; Alipurduar – Mumbai (Panvel) Amrit Bharat Express. This will enhance affordable and reliable long-distance rail connectivity. These services will support the mobility needs of common citizens, students, migrant workers and traders, while strengthening inter-state economic and social linkages.

Prime Minister also flagged off two new train services equipped with LHB coaches – Radhikapur –  SMVT Bengaluru Express; Balurghat – SMVT Bengaluru Express. These trains will provide the region’s youth, students, and IT professionals with direct, safe, and comfortable travel connectivity to major IT and employment hubs such as Bengaluru.

Prime Minister laid the foundation stone for the rehabilitation and four-laning of the Dhupguri–Falakata section of National Highway-31D, a key road project that will improve regional road connectivity and facilitate smoother movement of passengers and goods in North Bengal.

These projects will play a vital role in building modern infrastructure creation and improved connectivity, strengthening the Eastern and North-Eastern regions as key growth engines of the Nation.

इस अवसर पर जनसभा को संबोधित करते हुए प्रधानमंत्री ने कहा कि आज मालदा से पश्चिम बंगाल की प्रगति को तेज़ करने के अभियान को नई गति मिली है। उन्होंने कहा कि पश्चिम बंगाल के विकास से जुड़ी कई परियोजनाओं का आज उद्घाटन और लोकार्पण किया गया है। प्रधानमंत्री ने बताया कि राज्य के लिए नई रेल सेवाएँ शुरू की गई हैं, जिससे आम लोगों की यात्रा आसान होगी और व्यापार व वाणिज्य को भी बढ़ावा मिलेगा। उन्होंने कहा कि यहाँ स्थापित नई ट्रेन रखरखाव सुविधाएँ बंगाल के युवाओं के लिए नए रोजगार अवसर पैदा करेंगी।

प्रधानमंत्री ने कहा कि बंगाल की पवित्र धरती से आज भारतीय रेल के आधुनिकीकरण की दिशा में एक और बड़ा कदम उठाया गया है। आज से देश में वंदे भारत स्लीपर ट्रेनों की शुरुआत हो रही है। यह नई वंदे भारत स्लीपर ट्रेन लंबी दूरी की यात्राओं को अधिक आरामदायक और शानदार बनाएगी। उन्होंने कहा कि विकसित भारत में ट्रेनों की जैसी कल्पना है, वह इस वंदे भारत स्लीपर ट्रेन में स्पष्ट रूप से दिखाई देती है।

प्रधानमंत्री ने बताया कि कुछ समय पहले उन्होंने मालदा स्टेशन पर यात्रियों से बातचीत की और सभी ने इस ट्रेन में यात्रा को एक असाधारण अनुभव बताया। उन्होंने याद दिलाया कि पहले लोग विदेशी ट्रेनों की तस्वीरें देखकर इच्छा करते थे कि ऐसी ट्रेनें भारत में भी हों, और आज वह सपना साकार हो रहा है। प्रधानमंत्री ने कहा कि हाल के दिनों में विदेशी पर्यटक भी भारतीय रेल में हो रहे बदलावों के वीडियो बना रहे हैं। उन्होंने कहा कि यह वंदे भारत ट्रेन ‘मेक इन इंडिया’ का प्रतीक है और भारतीयों की मेहनत व समर्पण से बनी है।

प्रधानमंत्री ने कहा कि देश की पहली वंदे भारत स्लीपर ट्रेन मां काली की भूमि को मां कामाख्या की भूमि से जोड़ती है। आने वाले समय में यह आधुनिक ट्रेन पूरे देश में विस्तारित होगी। उन्होंने इस उपलब्धि के लिए बंगाल, असम और पूरे देश को बधाई दी।

प्रधानमंत्री ने कहा कि भारतीय रेल में व्यापक परिवर्तन हो रहा है, जिसमें रेल लाइनों का विद्युतीकरण और स्टेशनों का आधुनिकीकरण शामिल है। उन्होंने बताया कि आज पश्चिम बंगाल सहित पूरे देश में 150 से अधिक वंदे भारत ट्रेनें चल रही हैं। साथ ही, आधुनिक और उच्च गति की ट्रेनों का एक संपूर्ण नेटवर्क विकसित किया जा रहा है, जिससे बंगाल के गरीब और मध्यम वर्गीय परिवारों को बड़ा लाभ मिल रहा है।

प्रधानमंत्री ने घोषणा की कि बंगाल को चार और आधुनिक अमृत भारत एक्सप्रेस ट्रेनें मिली हैं—

न्यू जलपाईगुड़ी–नागरकोइल अमृत भारत एक्सप्रेस
न्यू जलपाईगुड़ी–तिरुचिरापल्ली अमृत भारत एक्सप्रेस

उन्होंने कहा कि ये ट्रेनें बंगाल, विशेषकर उत्तर बंगाल की दक्षिण और पश्चिम भारत से कनेक्टिविटी को मजबूत करेंगी। साथ ही, ये ट्रेनें गंगासागर, दक्षिणेश्वर और कालीघाट जैसे तीर्थ स्थलों की यात्रा करने वाले श्रद्धालुओं तथा तमिलनाडु और महाराष्ट्र जाने वाले यात्रियों के लिए यात्रा को आसान बनाएँगी।

प्रधानमंत्री ने कहा कि भारतीय रेल न केवल आधुनिक बन रही है, बल्कि आत्मनिर्भर भी हो रही है। आज भारत अमेरिका और यूरोप से अधिक लोकोमोटिव का निर्माण करता है और कई देशों को यात्री ट्रेन व मेट्रो कोच का निर्यात करता है। इससे देश की अर्थव्यवस्था को लाभ मिल रहा है और युवाओं के लिए रोजगार के अवसर पैदा हो रहे हैं। उन्होंने कहा कि भारत को जोड़ना हमारी प्राथमिकता है और दूरियों को कम करना हमारा मिशन है, जो आज के कार्यक्रम में स्पष्ट रूप से दिखाई देता है।

इस अवसर पर पश्चिम बंगाल के राज्यपाल श्री सी. वी. आनंद बोस, केंद्रीय मंत्री श्री अश्विनी वैष्णव, श्री शांतनु ठाकुर, श्री सुकांत मजूमदार सहित अन्य गणमान्य व्यक्ति उपस्थित थे।

प्रधानमंत्री ने मालदा टाउन रेलवे स्टेशन का दौरा किया, जहाँ उन्होंने हावड़ा–गुवाहाटी (कामाख्या) के बीच देश की पहली वंदे भारत स्लीपर ट्रेन को हरी झंडी दिखाई। उन्होंने गुवाहाटी (कामाख्या)–हावड़ा वंदे भारत स्लीपर ट्रेन को भी वर्चुअली रवाना किया।

आधुनिक भारत की बढ़ती परिवहन आवश्यकताओं को ध्यान में रखते हुए विकसित की गई यह पूर्णतः वातानुकूलित वंदे भारत स्लीपर ट्रेन यात्रियों को किफायती किराए पर विमान जैसी यात्रा का अनुभव प्रदान करेगी। यह लंबी दूरी की यात्राओं को अधिक तेज़, सुरक्षित और सुविधाजनक बनाएगी। हावड़ा–गुवाहाटी (कामाख्या) मार्ग पर यात्रा समय को लगभग 2.5 घंटे कम करके यह ट्रेन धार्मिक यात्रा और पर्यटन को भी बड़ा बढ़ावा देगी।

प्रधानमंत्री ने पश्चिम बंगाल में चार प्रमुख रेल परियोजनाओं की आधारशिला रखी, जिनमें बालुरघाट–हिली नई रेल लाइन, न्यू जलपाईगुड़ी में अत्याधुनिक मालगाड़ी रखरखाव सुविधाएँ, सिलीगुड़ी लोको शेड का उन्नयन तथा जलपाईगुड़ी ज़िले में वंदे भारत ट्रेन रखरखाव सुविधाओं का आधुनिकीकरण शामिल है। ये परियोजनाएँ यात्री और माल ढुलाई संचालन को मजबूत करेंगी, लॉजिस्टिक्स दक्षता बढ़ाएँगी और रोजगार के अवसर पैदा करेंगी।

प्रधानमंत्री ने न्यू कूचबिहार–बामनहाट तथा न्यू कूचबिहार–बॉक्सिरहाट रेल लाइनों के विद्युतीकरण को राष्ट्र को समर्पित किया, जिससे तेज़, स्वच्छ और ऊर्जा-कुशल रेल परिचालन संभव होगा।

प्रधानमंत्री ने राष्ट्रीय राजमार्ग-31डी के धुपगुड़ी–फलकाटा खंड के पुनर्वास और चार लेन निर्माण की आधारशिला भी रखी, जिससे उत्तर बंगाल में सड़क संपर्क बेहतर होगा और यात्रियों तथा माल की आवाजाही सुगम बनेगी।

ये सभी परियोजनाएँ आधुनिक अवसंरचना निर्माण और बेहतर कनेक्टिविटी में महत्वपूर्ण भूमिका निभाएँगी तथा पूर्वी और पूर्वोत्तर क्षेत्रों को राष्ट्र के प्रमुख विकास इंजन के रूप में सशक्त बनाएँगी।

प्रधानमंत्री 17 जनवरी को दोपहर लगभग 12:45 बजे मालदा का दौरा करेंगे और मालदा टाउन रेलवे स्टेशन पर हावड़ा और गुवाहाटी के बीच चलने वाली भारत की पहली स्लीपर ट्रेन वंदे भारत (कामाख्या) को हरी झंडी दिखाएंगे। इसके बाद, दोपहर लगभग 1:45 बजे, प्रधानमंत्री मालदा में एक सार्वजनिक समारोह में 3,250 करोड़ रुपये से अधिक की लागत वाली कई रेल और सड़क अवसंरचना परियोजनाओं की आधारशिला रखेंगे और उन्हें राष्ट्र को समर्पित करेंगे।

18 जनवरी को दोपहर लगभग 3 बजे, प्रधानमंत्री हुगली जिले के सिंगूर में लगभग 830 करोड़ रुपये की विभिन्न विकास परियोजनाओं का उद्घाटन, आधारशिला रखने और हरी झंडी दिखाने का कार्य करेंगे।

मालदा में प्रधानमंत्री

प्रधानमंत्री मालदा का दौरा करेंगे और कई परियोजनाओं को राष्ट्र को समर्पित करेंगे। इसके साथ ही पश्चिम बंगाल और उत्तर-पूर्वी क्षेत्र में कनेक्टिविटी को मजबूत करने और विकास में तेजी लाने के उद्देश्य से 3,250 करोड़ रुपये की लागत वाली कई रेल और सड़क अवसंरचना परियोजनाओं की आधारशिला रखेंगे।

प्रधानमंत्री मालदा टाउन रेलवे स्टेशन का दौरा करेंगे, जहां वे हावड़ा और गुवाहाटी (कामाख्या) के बीच चलने वाली भारत की पहली वंदे भारत स्लीपर ट्रेन को हरी झंडी दिखाएंगे। वे गुवाहाटी (कामाख्या)-हावड़ा वंदे भारत स्लीपर ट्रेन को वर्चुअल रूप से भी हरी झंडी दिखाएंगे। आधुनिक भारत की बढ़ती परिवहन आवश्यकताओं को पूरा करने के लिए विकसित की गई, पूरी तरह से वातानुकूलित वंदे भारत स्लीपर ट्रेन यात्रियों को किफायती किराए पर हवाई यात्रा जैसा अनुभव प्रदान करेगी। यह लंबी दूरी की यात्राओं को तेज, सुरक्षित और अधिक सुविधाजनक बनाएगी। हावड़ा-गुवाहाटी (कामाख्या) मार्ग पर यात्रा के समय को लगभग 2.5 घंटे तक कम करके, यह ट्रेन धार्मिक यात्रा और पर्यटन को भी काफी बढ़ावा देगी।

Prime Minister Shri Narendra Modi will visit West Bengal on 17-18 January, 2026.

On 17th January, at around 12:45 PM, Prime Minister will visit Malda and flag off India’s first Vande Bharat Sleeper Train between Howrah and Guwahati (Kamakhya) at Malda Town Railway Station. Thereafter, at around 1:45 PM, Prime Minister will dedicate to the Nation and lay the foundation stone of multiple rail and road infrastructure projects worth more than ₹3,250 crore in a public function at Malda.

On 18th January, at around 3 PM, Prime Minister will inaugurate, lay the foundation stone and flag off various development projects worth around ₹830 crore at Singur in Hooghly district.

Prime Minister will visit Malda and dedicate to the nation, and lay the foundation stone of multiple rail and road infrastructure projects worth ₹3,250 crore, aimed at strengthening connectivity and accelerating development in West Bengal and the North-Eastern region.

Prime Minister will visit Malda Town Railway Station, where he will flag off India’s first Vande Bharat Sleeper Train between Howrah and Guwahati (Kamakhya). He will also virtually flag off the Guwahati (Kamakhya)–Howrah Vande Bharat Sleeper Train. Developed to meet the growing transportation needs of modern India, the fully air-conditioned Vande Bharat Sleeper train is set to offer passengers an airline-like travel experience at economical fares. It will make long-distance journeys faster, safer, and more convenient. By significantly reducing travel time by around 2.5 hours on the Howrah–Guwahati (Kamakhya) route, the train will also give a major boost to religious travel and tourism.

Prime Minister will lay the foundation stone of four major railway projects in West Bengal, including the new rail line between Balurghat and Hili, next-generation freight maintenance facilities at New Jalpaiguri, upgradation of the Siliguri Loco Shed, and modernization of Vande Bharat train maintenance facilities in Jalpaiguri district. These projects will strengthen passenger and freight operations, improve logistics efficiency in North Bengal, and generate employment opportunities in the region.

Prime Minister will dedicate to the Nation the electrification of rail lines between New Coochbehar–Bamanhat and New Coochbehar–Boxirhat, enabling faster, cleaner and more energy-efficient train operations.

Prime Minister will further virtually flag off 4 New Amrit Bharat Express trains  – New Jalpaiguri- Nagercoil Amrit Bharat Express; New Jalpaiguri- Tiruchirappalli Amrit Bharat Express; Alipurduar – SMVT Bengaluru Amrit Bharat Express; Alipurduar – Mumbai (Panvel) Amrit Bharat Express. This will enhance affordable and reliable long-distance rail connectivity. These services will support the mobility needs of common citizens, students, migrant workers and traders, while strengthening inter-state economic and social linkages.

Prime Minister will also flag off two new train services equipped with LHB coaches – Radhikapur –  SMVT Bengaluru Express; Balurghat – SMVT Bengaluru Express. These trains will provide the region’s youth, students, and IT professionals with direct, safe, and comfortable travel connectivity to major IT and employment hubs such as Bengaluru.

Prime Minister will lay the foundation stone for the rehabilitation and four-laning of the Dhupguri–Falakata section of National Highway-31D, a key road project that will improve regional road connectivity and facilitate smoother movement of passengers and goods in North Bengal.

These projects will play a vital role in building modern infrastructure creation and improved connectivity, strengthening the Eastern and North-Eastern regions as key growth engines of the Nation.

Prime Minister will inaugurate, lay the foundation stone of and flag off various development projects worth more than ₹830 crore at Singur, Hooghly.

Prime Minister will lay the foundation stone of the Extended Port Gate System at Balagarh, including an Inland Water Transport (IWT) terminal and a Road Over Bridge

Spanning an area of approximately 900 acres, Balagarh is being developed as a modern cargo handling terminal with an envisaged capacity of about 2.7 million tonnes per annum (MTPA). The project includes the construction of two dedicated cargo handling jetties, one for containerised cargo and one for dry bulk cargo.

The Balagarh project aims to significantly improve cargo evacuation efficiency by diverting heavy cargo movement away from congested urban corridors. This will enhance road safety, reduce vehicular congestion and pollution in Kolkata city, and contribute to an improved quality of life for residents. Improved multimodal connectivity and logistics efficiency will also provide cost-effective market access to regional industries, MSMEs, and agricultural producers. The project is expected to generate substantial direct and indirect employment, benefiting local communities through job creation in logistics, terminal operations, transport services, maintenance, and allied activities.

Prime Minister will also launch a state-of-the-art Electric Catamaran in Kolkata. This is one of the 6 Electric Catamarans indigenously built for inland water transport by Cochin Shipyard Ltd.  The 50-passenger hybrid electric aluminium catamaran, equipped with advanced electric propulsion systems and lithium-titanate battery technology, is capable of operating in fully electric zero-emission mode as well as in hybrid mode for extended endurance. The vessel will support urban river mobility, eco-tourism and last-mile passenger connectivity along the Hooghly River.

Prime Minister will also inaugurate the Jayrambati–Barogopinathpur–Maynapur new rail line. This line is an important part of the Tarkeshwar–Bishnupur new rail line project. Along with the new rail line, a new train service between Maynapur and Jayrambati, with a halt at Barogopinathpur, will also be flagged off. It will provide direct rail connectivity to the residents of Bankura district, making travel more affordable and convenient for daily commuters, students and pilgrims.

Prime Minister will flag off three Amrit Bharat Express trains : Kolkata (Howrah) – Anand Vihar Terminal Amrit Bharat Express; Kolkata (Sealdah) – Banaras Amrit Bharat Express; Kolkata (Santragachi) – Tambaram Amrit Bharat Express.

आमादेर पाड़ा आमादेर समाधान के उद्घाटन कार्यक्रम का बहिष्कार किया  विरोधी दल के पार्षदों ने । विरोधी दल के नेता पार्षद मधु कामी ने बताया की चेयरपर्सनम उन लोगों को आमादेर पाड़ा आमादेर समाधान को लकर जरूरी बैठक कहकर आमंत्रित किया था पर जब यहां पहुंचे तो नजारा कुछ और ही देखने को मिला है इसलिए वे लोग कार्यक्रम में शामिल नहीं हो रहे ह।

पार्नेषदों ने कहा कि हमलोगों को तो बातें करनी है वह सार्वजनिक तौर पर नहीं कहीं जा सकती।  आमादेर पाड़ा आमादेर समाधान कार्यक्रम में काउंसलर को वर्क आर्डर नहीं दिया जा रहा है वह उसकी अपेक्षा हो रही है कार्यक्रमस दूरी बनाए रखने वालों में कांग्रेस की रीता शर्मा, भाजपा से अभिषेक अग्रवाल, सीपीएम के जयदीप साहा व अन्य शामिल है। चेयरपर्सन कल्याणी घोष ने विरोधियों के आरोपों का जवाब देते हुए कहा कि हमलोगों को तो उद्घाटन कार्यक्रम की सूचना सभी को पहले से दे दी गई थी। इसे अब मुद्दा बनाना उचित नहीं।

पश्चिम मिदनापुर (पश्चिम बंगाल) — इस वर्ष की दुर्गा पूजा के दौरान, मिदनापुर और खड़गपुर शहरों में ट्रैफिक व्यवस्था को सुव्यवस्थित रखने के लिए सरकार और पुलिस प्रशासन ने विशेष नियंत्रण लागू किया है। वाहन अधिकतम सुरक्षा एवं भीड़ नियंत्रण को दृष्टिगत रखते हुए ये नीतियाँ सामने आई हैं।

नियंत्रण की रूपरेखा

खड़गपुर में नियंत्रण:

26 सितंबर से 5 अक्टूबर तक, दोपहर में 3 बजे से रात 3 बजे तक ट्रोटो, ऑटो, रिक्शा और चारपहिया गाड़ियों का चलना पूरी तरह प्रतिबंधित रहेगा। उसी अवधि में, 2 बजे से रात 3 बजे तक भारी वाहन और बसें शहर के भीतर प्रवेश नहीं कर पाएंगी।

मिदनापुर में प्रतिबंध:

मिदनापुर में यह व्यवस्था 27 सितंबर से लागू होगी और 5 अक्टूबर तक चलेगी। दिन में 2 बजे से रात 2 बजे तक, शहर के भीतर ट्रोटो, ऑटो, रिक्शा या चारपहिया वाहन नहीं चल सकेंगे। इस समय तक भारी वाहन और बस भी नगर में प्रवेश नहीं कर पाएँगे।

अन्य समयों में, वाहनों को नियंत्रित मार्गों से ही आवागमन की अनुमति होगी। ट्रैफिक पुलिस मार्ग से पूर्व वाहनों को मोड़ या रूट डायवर्ट कर सकती है।

प्रशासन की चेतावनियाँ और राहत व्यवस्था:

जिला मेजिस्ट्रेट खुरशिद अली कादरी ने बताया कि यह कदम मुख्यतः दो शहरों को भीड़ और जाम से मुक्त रखने के उद्देश्य से उठाया गया है।

पुलिस अधीक्षक धृतिमान सरकार ने कहा कि वाहन चालक यातायात नियमों का पालन करें, विशेषकर शराब न पिएँ या लापरवाही न करें। उल्लंघन करने वालों पर कड़ी कार्रवाई होगी।

शहरों में 100 स्थानों पर पुलिस सहायता शिविर या हेल्प डेस्क स्थापित किए जाएंगे। महिलाओं की सुरक्षा को ध्यान में रखते हुए, प्रत्येक थाना स्तर पर “पिंक मोबाईल टीम” तैनात की जाएगी।

नगर भ्रमण के लिए वाहनों को आने से पहले कंट्रोल ज़ोन में रोका जाएगा।

प्रतिमा विसर्जन और अन्य निर्देश:

मिदनापुर के नगर पालिका अध्यक्ष सौमेन खान ने निर्देश दिया है कि प्रतिमा विसर्जन केवल कंग्साबाती नदी के गांधीघाट और डीएवी घाट पर ही किया जाए। अन्य किसी भी बंद पुकुर या जगहों पर विसर्जन निषिद्ध रहेगा। विसर्जन के समय सभी व्यवस्थाएँ पालिका द्वारा संचालित होंगी।

कानाईसागर गाँव की महिलाओं ने अपनी सड़क की खराब स्थिति को लेकर नारायणगढ़ ब्लॉक कार्यालय में एक नाटकीय विरोध प्रदर्शन किया। परेशानी से तंग आकर उन्होंने BDO एवं अन्य अधिकारीयों को तालाबंद कर दिया, जिससे प्रशासनिक तनाव बढ़ गया।

यह विरोध ‘हमारा पड़ोसी, हमारा समाधान’ नामक कार्यक्रम के दौरान हुआ, जिसमें BDO कौशिक प्रमाणिक उपस्थित थे। इस सूचना पर गाँव की महिलाएं, हाथों में बनाए हुए प्लैक कार्ड लेकर, कार्यक्रम स्थल पर पहुँच गईं। प्लैक कार्ड पर लिखा था – **“रास्ता नहीं हुआ क्यों? जवाब दो।”**

प्रारंभ में महिलाओं ने रास्ता अवरुद्ध कर दिया और फिर BDO व स्थानीय अधिकारीयों को बंदी बना लिया। सूचना के बाद पुलिस मौके पर पहुंची, तालाबंदी तोड़ी और BDO को सुरक्षित बाहर निकाला। हालांकि, जैसे ही अधिकारी कार में बैठने लगे, महिलाएं उनकी कार का पीछा करने लगीं, जिससे स्थिति और अधिक तनावपूर्ण हो गई।

प्रदर्शनकारिणी महिलाएं—अपर्णा मन्ना, मानसी माइती और रेवा गिरि—ने बताया कि “लंबे समय से सड़क की हालत बदतर है। मरीज घर में ही मर रहे हैं, बच्चे स्कूल नहीं जा पा रहे। BDO जब तक हमारी बात नहीं सुनते, हमें उन्हें तालाबंद करना पड़ा।” उन्होंने भविष्य में और बड़े आंदोलन की धमकी भी दी।

इस घटना पर ग्राम पंचायत प्रमुख शत रुपा माइती ने दावा किया कि “पूरा मामला भाजपा की साजिश है।” वहीं, भाजपा नेता गौरिशंकर अधिकारी ने ये आरोप अस्वीकार किया और कहा कि “यह आंदोलन गाँव की महिलाओं का स्वैच्छिक और स्वतंत्र विरोध है, जिसका भाजपा से कोई लेना-देना नहीं।”

BDO कौशिक प्रमाणिक ने स्थिति को शांत करते हुए कहा, “उनका रास्ता संबंधी मांग बिलकुल जायज थी। अचानक वे तालाबंदी पर उतर आईं—लेकिन मैं यह जरूर सुनिश्चित करूंगा कि सड़क का निर्माण जल्द से जल्द किया जाए।”

संक्षेप में:

कानाईसागर गाँव की महिलाएं सड़क की दशा के विरोध में सक्रिय हुईं और प्रशासनिक अधिकारियों को तालाबंदी के रूप में प्रभावी चेतावनी दी। पुलिस ने हस्तक्षेप कर स्थिति को नियंत्रण में लाया, और BDO द्वारा सड़क मरम्मत का आश्वासन मिलने पर तनाव कुछ हद तक कम हुआ। इस घटना ने स्थानीय प्रशासन और राजनीतिक दलों के बीच आरोप-प्रत्यारोप की राजनीति को भी जन्म दिया।

1 सितम्बर को पूरे राज्य में पुलिस दिवस समारोह मनाया गया। इस अवसर पर पश्चिम मिदनापुर जिला पुलिस प्रशासन ने मानवता की मिसाल पेश करते हुए बाढ़ प्रभावित क्षेत्रों में राहत सामग्री वितरित की।

जिला पुलिस अधीक्षक धृतिमान सरकार के नेतृत्व में पुलिसकर्मियों ने घाटाल पुर क्षेत्र और आसपास के बाढ़ग्रस्त ग्राम पंचायतों में जाकर करीब 10,000 नए वस्त्र स्थानीय लोगों को सौंपे।

अब भी घाटाल ब्लॉक के कई इलाके जलमग्न हैं—कहीं घुटने तक तो कहीं कमर तक पानी है। ग्रामीण इलाकों की सड़कें अब भी डूबी हुई हैं, जिससे लोगों को रोजमर्रा की आवाजाही में कठिनाई हो रही है। ऐसे समय में पुलिस ने दुर्गा पूजा से पहले पीड़ितों के चेहरों पर मुस्कान लाने की कोशिश की।

मंसुका, सुल्तानपुर, इड़पाला और आसपास के प्रभावित इलाकों में पुलिस ने सीधे पहुंचकर महिलाओं को नई साड़ियाँ, पुरुषों को धोती और कुर्ते, तथा बच्चों को नए कपड़े भेंट किए।

बाढ़ पीड़ित लोगों ने पुलिस का आभार व्यक्त किया और कहा कि त्योहार से पहले नई पोशाक पाकर उनके दिलों में उम्मीद और खुशी की किरण जगी है।

काम में हो रही देरी से परेशान चांदमारी अस्पताल के समक्ष दुकानदारों ने गुरुवार को बवाल काटा। सनद रहे कि जल निकासी व्यवस्था दुरुस्त करने व काऊ कैचर बनाने के लिए  जुलाई की शुरुआत में लगभग दस दुकानदारों को हटवा दिया गया लेकिन अभी तक काम ठीक से शुरू न होने का आरोप लगा लोगों ने माफ जो कर रहे पीडब्ल्यूडी के सहायक इंजीनियर, कर्मियों के समक्ष हंगामा किया।

दुकानदारों का कहना है कि काम में हो रहे विलंब के कारण वे लोग दुकान नहीं करप रहे हैं वहउन लोगों के सामन रोजी-रोटी की समस्या उत्पन्न हो गई है।

अधिकारियों ने होर्डिंग व बिजली के खंभे को हटाने मेंहो रही देरी के कारण कम में विलंब होना बताया व जल्द काम शुरू होने का आश्वासन दिया जिसके बाद लोग शांत हुए। अधिकारियों ने मीडियामे टिप्पणी करने से इनकार किया।

सनद‌ रहे खड़गपुर शहर में सरकारी जमीन पर अवैध निर्माण को हटाने के उद्देश्य से पश्चिम बंगाल सरकार के लोक निर्माण विभाग (PWD) द्वारा एक महत्वपूर्ण नोटिस जारी किया गया था। यह कार्रवाई खड़गपुर सब-डिविजनल अस्पताल के गेट नंबर 01 से लेकर 2.48 किलोमीटर तक खड़गपुर-केशियाडी रोड ( चांदमारी से कौशल्या तक) किनारे स्थित अवैध निर्माणों को हटाने के लिए की गई थी।

खड़गपुर एस.डी. अस्पताल के सभी कर्मचारियों और संबंधित लोगों को सूचित किया गया था कि अस्पताल परिसर का मुख्य द्वार 23 जून 2025 से अस्थायी रूप से बंद रहेगा। यह निर्णय मुख्य प्रवेश द्वार पर ‘काउ कैचर’ (पशु अवरोधक) और ड्रेनेज सिस्टम के निर्माण कार्य के चलते लिया गया है।

यह निर्माण कार्य परिसर की सुरक्षा और स्वच्छता मानकों को बेहतर करने के उद्देश्य से किया जा रहा है। इस अवधि में सभी मरीजों, आगंतुकों और कर्मचारियों का प्रवेश व निकास मुख्य द्वार के बगल स्थित द्वितीयक द्वार से किया जाएगा, जो सामान्य रूप से खुला और सभी के लिए सुलभ रहेगा।

खड़गपुर टाउन ट्रैफिक पुलिस की ओरसे आज खड़गपुर टाउन थाना परिसर में निःशुल्क नेत्र परीक्षण शिविर का आयोजन किया गया। जिसमें लगभग 80 वाहन चालकों का नेत्र परीक्षण किया गया।

मेदिनीपुर रोटरी आई हॉस्पिटल के डॉक्टरों ने नेत्र परीक्षण किया। खड़गपुर ट्रैफिक पुलिस के ओसी सगीत राय ने बताया कि जिला पुलिस अधीक्षक Dhritiman Sarkar के निर्देश पर कार्यक्रम का आयोजन किया गया।

संगीत राय मैं बताया कि पेशावर वाहन चालकों जैसे ऑटो टोटो टैक्सी चालकों का नेत्र परीक्षण कराया जा रहा है। ताकि सड़कों मे होने वालीदर्घटना को कम किया जा सके।

संगीत राय ने बताया कि स्कूली बच्चों को भी ट्रैफिक सिगल सहित अन्य जानकारी दी जाती है इसके अलावा सेव ड्राइव सेव लाइफ के तहत चित्रांकन कार्यक्रम प्रतियोगिता का भी आयोजन किया जाता है।

पुरी गेट से अतिक्रमण हटाने का मामला अभी शांत ही नहीं हुआ है राज्य सरकार के पीडब्ल्यूडी विभाग की ओर से चांदमारी अस्पताल के आसपास अवैध दुकानदारों को अतिक्रमण हटाने का नोटिस दिए जाने स दुकानदार चिंतित है।

चांदमारी अस्पताल के मुख्य गेट से नाली निर्माण का कार्य शुरू हो गया है। अस्पताल के समक्ष अतिक्रमण हटाने संबंधी नोटिस चश्मा किया गया है। अस्पताल के आसपास कई दुकानों को आज व्यक्तिगत तौर पर भी नोटिस दिए जाने की खबर है। नोटिस मिलने के बाद कई दुकानदार चिंतित दिखे।

खड़गपुर नगर पालिका के चयरपर्सन कल्याणी घोष ने कहा कि चांदमीरी के आसपास जाम की काफी समस्या है नाली बनने से जल निकासी की समस्या दूर होगी उन्होंने कहा कि ड्रेनेज का काम कौशल्या तक होनी चाहिए।

नोटिस के अनुसार, इस क्षेत्र में नाली (ड्रेन) निर्माण और “काउ कैचर” यानी गाय रोकने की व्यवस्था स्थापित करने के लिए सरकारी जमीन पर बने अवैध निर्माणों को सात दिनों के भीतर स्वयं हटाना होगा। यदि ऐसा नहीं किया गया, तो प्रशासन कानूनी कार्रवाई करेगा और हटाने का खर्च संबंधित व्यक्तियों से वसूला जाएगा।

यह नोटिस सहायक अभियंता रणजीत घोष के हस्ताक्षर से जारी किया गया है।

नोटिस की प्रतिलिपि विभिन्न प्रशासनिक विभागों को भेजी गई है, जिनमें शामिल हैं:

1. कार्यकारी अभियंता, PWD, मिदनापुर डिवीजन

2. उप-मंडल अधिकारी और एसडीओ, खड़गपुर सब-डिविजन

3. अधीक्षक, खड़गपुर सब-डिविजनल अस्पताल

4. डिप्टी डायरेक्टर, भूमि सुधार कार्यालय, खड़गपुर

5. सहायक अभियंता एवं स्टेशन मैनेजर, खड़गपुर CCC, WBSEDCL इन्हें पावर कनेक्शन काटने के निर्देश दिए गए हैं (यदि आवश्यक हो)

6. थाना प्रभारी, खड़गपुर (शहर) पुलिस स्टेशन

7. जूनियर इंजीनियर, हिजली सेक्शन, PWD

प्रशासन का मानना है कि यह कदम खड़गपुर शहर के बुनियादी ढांचे के विकास के लिए आवश्यक है। स्थानीय लोगों को उम्मीद है कि इस परियोजना से नाली की समस्या दूर होगी।
