रेलवे की जमीन पर अतिक्रमण हटाने को लेकर जिला प्रशासन पर लगाया असहयोग का आरोप, रेलवे को पहले बैठक बुलाना चाहिए थाः जिलाशासक

रेल इलाके में अतिक्रमण हटाने को लेकर जिला प्रशासन कोई सहयोग नहीं कर रही है उलटे पुलिस रेल अधिकारियों के खिलाफ मामला दर्ज कर रही है।यह आरोप खड़गपुर के डीआरएम के आर चौधरी ने आज अपने सभाकक्ष में आयोजित पत्रकार वार्ता में दी। डीआरएम ने आरोप लगाया कि बीते दो को-आर्डिनेशन कमेटि की बैठक जो कि 5 व 20 मई को बुलाई गई थी उसमें राज्य सरकार की ओर से कोई उपस्थित नहीं हुआ। डीआरएम ने कहा कि रेलवे की जमीन को अतिक्रमण से बचाना उनलोगों का कर्तव्य है। जो अतिक्रमण हुआ है उस पर कार्रवाई होगी। उन्होने कहा कि इस विषय़ को लेकर डीजी स्तर पर बातचीत हुई है व आगे भी की जाएगी। रेलवे की जमीन को अतिक्रमण से बचाना उनका दायित्व है व वे नियम के तहत ही कार्य़ कर रहे हैं। उन्होने कहा कि अतिक्रमण के खिलाफ कार्रवाई होगी ही।

1 अप्रैल 2023 के रिकॉर्ड के अनुसार, खड़गपुर रेल मंडल में जो कि बंगाल में है  कुल 8824 अतिक्रमण के मामले में है. जिसमें से अकेले खड़गपुर शहर में ही 4,651 अतिक्रमण का मामला है। सिर्फ खड़गपुर में 9.03 हेक्टेयर जमीन अतिक्रमित हो चुका है।

पूरे मंडल में 5,322 मामलों में अतिक्रमण हटाने का आदेश है  जिसमें से 1872 खड़गपुर शहर इलाके के है पर स्थानीय प्रशासन की मदद ना मिलने पर उस पर कोई कार्रवाई नहीं हो पा रहा है।

11 को बंगला घेराव अवैधः डीआरएम

डीआरएम ने कहा कि ना तो पार्षद या अन्य नेताओं ने मुद्दे को लेकर उनसे कोई बातनहीं की व मीडिया से पता चला है कि बंगला घेराव किया जाएगा जो कि पूरी तरह अनैतिक, अवैध है उन्होने कहा कि अतिक्रमण के खिलाफ कुछ लोग लोगों को भड़का रहे हैं उन्होने लोगों को इससे दूर रहने की अपील मीडिया के माध्यम से कही. उन्होने कहा कि अगर रेलकर्मी असुरक्षित महसूस किए तो रेल सेवा पर दुष्प्रभाव पड़ सकता है जो कि चिंतनीय है।

राजनीतिक दलो को लिया आड़े हाथों

डीआरएम ने कहा कि राजनीतिक दलों ने रेल  इलाकों में अवैध कब्जा कर रखा है इस मामले में चिट्ठी सौंपी गई है पर कोई जवाब नहीं मिला है उक्त मुद्दे पर कार्रवाई होगी। डीआरएम ने कहा कि कुछ लोग खुद भी अवैध काम किए हैं व लोगों को भी गलत कामों के लिए बरगला रहे हैं। उन्होने पुलिस की भुमिका पर कहा कि किसी यहां जिस तरह पुलिस एकतरफा कार्रवाई कर रही है इसका कोई उदाहरण नहीं मिलता।

पहले बातचीत होनी चाहिए थाः जिलाशासक कादरी

डीआरएम की ओऱ से जिला प्रशासन पर असहयोग के आरोप पर पश्चिम मेदिनीपुर के जिलाशासक खुर्शीद अली कादरी ने कहा कि रेलवे को एक्शन मोड में आने स पहले बातचीत करनी चाहिए थी कोई भी काम का अपना पद्धति होता है बातचीत पहले होती तो समस्या ना उलझी होती बातचीत से समस्या का समाधान होना चाहिए।

दरअसल रेल प्रशासन की ओर से पुरी गेट में अतिक्रमण हटाने की नोटिस व रेल इलाके में सड़कों को बंद किए जाने को लेकर यहां के शासकदल व रेल प्रशासन आमने सामने हैं टीएमसी का कहना है कि डीआरम मनमानी कर रहे हैं इसलिए बंगला का घेराव किया जाएगा। अब देखना है कि मामले को लेकर जिच (डेडलाक) कब तक कायम रहती है।

Escalating Security Concerns and Encroachment Issues in Kharagpur Railway Areas

Kharagpur, West Bengal — The Railway Administration of Kharagpur Division, under South Eastern Railway, is facing growing challenges due to the rising incidence of anti-social activities and unauthorized encroachments on railway property. Kharagpur, one of the most strategic junctions in India and home to a major railway workshop, has witnessed a concerning surge in incidents related to theft, vandalism, public disorder, and encroachments, all of which are disrupting railway functioning and endangering the safety of passengers and staff.

Key railway areas such as the Kharagpur Railway Station, Colonies, siding areas, and administrative offices have emerged as hotspots of unlawful activities. Complaints have been raised about thefts from residences of officers as well as of staff and disturbances caused by individuals operating with apparent organizational backing and political protection. These elements are reported to be functioning like local mafias, actively obstructing the smooth functioning of railway operations.

In response, the Railway Protection Force (RPF) of Town Post Kharagpur has initiated strict enforcement under Sections 145, 146, and 147 of the Railway Act, 1989. In 2024, 28 cases were registered under these provisions, while 12 more have been lodged in the first five months of 2025 alone, addressing offences including intoxication, unlawful entry, obstruction of duties, and public nuisance on railway premises.

A significant and unfortunate incident occurred on 4th March 2024, when approximately 300 TMC supporters led by Debasish Choudhury, District Leader of TMC, staged a gherao at the DRM Bungalow and Railway Officers’ Club, 6th Avenue, Kharagpur. Despite the RPF acting strictly within legal bounds to maintain order, the Post Commander of RPF Town Post, Shri S. Samaddar, was booked by the local police for discharging his official duties instead of taking action against the culprits involved in unlawful activity of gherao of residential premises. This reflects a disturbing trend of lack of cooperation from local authorities during railway-led anti-encroachment and security operations. Similarly, many more incidences of unlawful confinement/gherao and obstruction to duty were committed.

The most severe disruption took place on 31st May 2025, where 150 individuals unlawfully dismantled a railway compound wall near the Subarnarekha Officers’ Rest House. The mob was led by Shri Rohan Das, and others. The case is under enquiry. Shri Rohan Das was indulged repeatedly in such unlawful activities for number of times and damaged the railway property. Action initiated under Railway Act,1989.

Despite these challenges, the Railway Administration has launched a dedicated anti-encroachment drive to reclaim land vital for operations and safety. This drive is being implemented by joint teams from the Railway Administration, RPF, and local civic bodies. Structures illegally built along tracks, colonies, and workshops are being cleared, with prior notices issued to occupants.

As per records as of 1st April 2023, the Kharagpur area alone accounts for 4,651 encroachments covering 9.30 hectares, out of 8,824 total encroachments in the state of West Bengal ( Jurisdiction of KGP Division). Additionally, 5,322 eviction orders remain pending across the division, 1,872 of which pertain to the Kharagpur settlement area due to non co-operation of local authorities though they are duty bound as per the provisions of PPE Act.

Further, large number of unauthorised political party offices are functioning on Railway Premises for which notices have been served to their district Presidents.

As learnt from Newspaper clippings of 08.06.2025, the leaders of TMC including Shri Pradeep Sarkar, Debashish Chaudhary, Rohan Das etc are instigating the encroachers to gherao the DRM Bungalow, i.e. Residential Premises unlawfully on 11.06.2025, Thereby creating terror and fear in Railway Colonies and with an intent to prevent railway authorities to work as per law. These proposed actions of the above leaders are in clear violation of law as per BNS Sec 126(2), 127 & 334.

While the Railways remains fully committed to protecting its property and maintaining safety and operational continuity, the lack of support—and at times resistance—from local authorities hampers the lawful execution of these drives. This not only emboldens illegal occupants but also threatens the integrity of railway infrastructure and the safety of its stakeholders.

Kharagpur’s importance as a freight and passenger hub necessitates clear, unencumbered land for expansion, housing, and operational security. Indian Railways reiterates its commitment to uphold law, protect public assets, and ensure uninterrupted development in national interest.

Indian Railway, is the property of the nation, and Indian Railways urges the citizens to protect the nation’s property. We request, everyone to not to be misled by such people and not to engage in any unlawful activities such as damaging of railway property or disrupting the functioning of the railways.

DM replied

Reping on DRM allegations DM, Paschim Medinipur, Khurshid Ali Qadri said Rly administration should call co-ordination committee meeting earlier. Everyone should follow the procedure to sort out the problem.
