दक्षिण पूर्व रेलवे के अधिकार–क्षेत्र में जल की गुणवत्ता में सुधार के लिए की गई पहल

दक्षिण पूर्व रेलवे के स्टेशनों पर पेयजल तथा अन्य जलापूर्ति व्यवस्थाओं की उपलब्धता, गुणवत्ता एवं स्वच्छता में सुधार के उद्देश्य से विभिन्न रखरखाव, सफाई, परीक्षण एवं सुधारात्मक कार्य किए जा रहे हैं। किए गए प्रमुख कार्यों का विवरण निम्नलिखित है:—
जारी पहल के तहत सभी सेक्शनों में जल स्रोतों, जल शोधन एवं फिल्ट्रेशन संयंत्रों, भूमिगत एवं ऊपरी जल टंकियों, पीवीसी टंकियों, वाटर बूथ, नलों तथा जल वितरण केंद्रों का नियमित निरीक्षण किया जा रहा है। कुल 24,033 जल टंकियों में से 14,248 टंकियों (59.23%) की सफाई का कार्य पूरा कर लिया गया है।
जलापूर्ति संबंधी बुनियादी ढांचे में कमियों को दूर करने के लिए 167 स्थानों की पहचान की गई है, जहां आवश्यक सुधारात्मक कार्रवाई की जानी है। 39 स्थानों पर क्षतिग्रस्त जल टंकियों, पाइपलाइनों एवं फिल्टरों को प्राथमिकता के आधार पर बदला जा रहा है, जबकि 33 स्थानों पर कार्य वर्तमान में प्रगति पर है। इसके अतिरिक्त, 81 स्थानों पर पाइपलाइनों की मरम्मत/बदलने का कार्य पहले ही किया जा चुका है।
जल फिल्ट्रेशन व्यवस्था पर भी विशेष ध्यान दिया जा रहा है। कुल 55 प्रेशर/ग्रेविटी फिल्टरों में से 52 फिल्टरों की देखरेख एवं सफाई का कार्य पूरा किया जा चुका है। फिल्टरों की गहन सफाई कर उनमें जमा गंदगी एवं अशुद्धियों को हटाया गया तथा आवश्यकता के अनुसार खराब फिल्टर उपकरण/घटकों को बदला गया। फिल्ट्रेशन व्यवस्था के सुचारु संचालन की भी जांच की गई है।
दक्षिण पूर्व रेलवे में कुल 63 क्लोरीनेशन संयंत्र उपलब्ध हैं और सभी 63 संयंत्रों की जांच एवं आवश्यक रखरखाव किया जा चुका है। क्लोरीनेशन व्यवस्था तथा संबंधित उपकरणों का निरीक्षण किया गया और जलापूर्ति में उचित एवं पर्याप्त क्लोरीनेशन सुनिश्चित करने के लिए आवश्यकतानुसार क्लोरीन की मात्रा को नियंत्रित किया गया।
वाटर कूलर एवं जल शुद्धिकरण इकाइयों के प्रभावी रखरखाव के लिए दक्षिण पूर्व रेलवे में व्यापक वार्षिक रखरखाव अनुबंध (AMC) लागू है। भंडारण जल टंकियों की निर्धारित रखरखाव एवं सफाई का कार्य मासिक आधार पर किया जा रहा है। फील्ड स्टाफ द्वारा वाटर कूलर, नलों एवं फिटिंग्स से होने वाले रिसाव को रोकने के लिए तत्काल सुधारात्मक कार्रवाई भी की जा रही है, जिससे पानी की बर्बादी को कम किया जा सके।
जल की गुणवत्ता की निगरानी स्वास्थ्य/चिकित्सा विभाग के समन्वय से की जा रही है। निर्धारित दिशा-निर्देशों/प्रोटोकॉल के अनुसार अवशिष्ट क्लोरीन स्तर (RCL) की जांच के लिए कुल 1,561 जल नमूने, बैक्टीरियोलॉजिकल परीक्षण के लिए 283 नमूने तथा रासायनिक परीक्षण के लिए 21 नमूने एकत्र किए गए हैं। आपूर्ति किए जा रहे पानी की गुणवत्ता एवं उपयोगिता सुनिश्चित करने के लिए RCL, बैक्टीरियोलॉजिकल एवं रासायनिक मानकों सहित पानी का नियमित भौतिक निरीक्षण एवं परीक्षण किया जा रहा है।
इसके अतिरिक्त, जल स्रोतों, जल शोधन एवं फिल्ट्रेशन संयंत्रों, OH/UG स्टील, RCC एवं PVC जल टंकियों, जलापूर्ति पाइपलाइनों, पाइपिंग प्रणालियों तथा संबंधित उपकरणों का निरंतर निवारक निरीक्षण किया जा रहा है। जल की गुणवत्ता की निगरानी एवं नमूना परीक्षण के साथ-साथ हैंडपंपों और बोरवेल प्रणालियों का भी नियमित निरीक्षण किया जा रहा है। निरीक्षण के दौरान पाई गई कमियों को प्राथमिकता के आधार पर दूर किया जा रहा है।

MEASURES UNDERTAKEN TO IMPROVE THE WATER QUALITY
OVER SOUTH EASTERN RAILWAY JURISDICTION

In order to improve the availability, quality and cleanliness of drinking water and other water-supply arrangements at stations over South Eastern Railway, various maintenance, cleaning, testing, and corrective measures have been undertaken. The major activities undertaken are detailed below: –
As part of the ongoing initiative, regular inspections of water sources, treatment and filtration plants, underground and overhead water tanks, PVC tanks, water booths, taps and water-dispensing points are being carried out across all sections. Out of 24,033 water tanks, 14,248 tanks (59.23%) have already been cleaned
To address deficiencies in water-supply infrastructure, 167 locations have been identified for necessary attention. Damaged water tanks, pipelines and filters at 39 locations are being replaced on priority, while works at 33 locations are presently in progress. Further, Pipelines at 81 locations have already been attended to for repair/replacement.
Special attention is also being given to water filtration arrangements. Out of 55 pressure/gravity filters, 52 have been attended to and cleaned. The filters were thoroughly cleaned to remove accumulated dirt and impurities, and defective filter components/equipment were replaced wherever required. The functioning of the filtration arrangements has also been checked.
There are 63 chlorination plants available over South Eastern Railway, and all 63 plants have been attended to. The chlorination arrangements and associated equipment were inspected, and chlorine dosing was regulated wherever necessary to ensure proper and adequate chlorination of the water supply.
For effective maintenance of water coolers and purification units, a comprehensive Annual Maintenance Contract (AMC) is operational across SER. Scheduled maintenance and cleaning of storage water tanks are being carried out on a monthly basis. Field staff are also taking immediate corrective action to arrest leakage from water coolers, taps and fittings, thereby reducing water wastage.
Water quality monitoring is being carried out in coordination with the Health/Medical Department. A total of 1,561 water samples for Residual Chlorine Level (RCL), 283 samples for bacteriological testing and 21 samples for chemical testing have been collected as per the laid-down guidelines/protocol. Regular physical inspection and testing of water, including RCL, bacteriological and chemical parameters, are being undertaken to ensure the quality and suitability of supplied water.
In addition, continuous preventive inspection is being carried out covering water sources, treatment and filtration plants, OH/UG steel, RCC and PVC water tanks, water-supply pipelines, piping systems and associated components. Water quality monitoring and sample testing, along with inspection of hand pumps and borewell systems, are also being undertaken regularly. Deficiencies identified during inspections are being attended to on priority.
Overall, regular inspection, preventive maintenance, cleaning, repair/replacement, chlorination and water quality monitoring are being carried out across SER to ensure reliable availability of safe and hygienic water supply
facilities at stations.
