IMD has issued latest bulletin No. 43 (ARB/01/2023) dated 11.6.23 at 17.10 hr. As per the bulletin, the extremely severe cyclonic storm “BIPARJOY” over East Central Arabian sea is moving and may affect Saurashtra & Kutch Areas. Forecast of Cyclone “Biparjoy’ for the next 4 days commencing from 11th to 14th June” 2023 has been made over all Saurashtra area.
The storm is expected to affect Saurashtra & Kutch areas. The vulnerable sections include Bhavnagar, Mahuva, Veraval to Porbandar area, OKHA to HAPA and Gandhidham area.
The landfall is predicted to occur near Mandvi-Jakhau Port on the evening of the 14th. Indian Railways has implemented various measures to ensure the safety and minimise the impact of the cyclone.
These include:
Activation of Disaster Management Room at the Zonal Railway headquarters and round-the-clock manning by various departments.
Operation of emergency control rooms at division headquarters in Bhavnagar, Rajkot, Ahmedabad, and Gandhidham.
Regular Monitoring of wind speed at multiple locations and instructions to regulate or stop trains if wind velocity exceeds 50 kmph. Anemometers have been installed at stations and reading of wind speed is being taken on hourly basis.
Formation of Online Groups for real-time monitoring and co-ordination.
Continuous monitoring of cyclone-related information on mausam.imd.gov.in website.
Availability of sufficient diesel locomotives and coaching rakes for emergency evacuation.
Suspension of loading of double stack containers and restriction on their movement.
Review of passenger train schedules and necessary decisions based on the cyclone situation.
Readiness of a relief train.
Counselling of Loco Pilots & Assistant Loco Pilots regarding safety protocols during cyclone/storm conditions. All the necessary arrangements (food, medical etc) have been done at various Running Rooms meant for crew rest.
Instructions to keep doors and windows of coaches open for the free passage of wind.
Intensive footplate inspections have been conducted for close monitoring.
Arrangements for the availability of fully fueled diesel locomotives and filled RCD fuel tanks back to normal operations after cyclone in case road infrastructure for RCD fuel movement is hampered.
Alternate communication arrangements
Emergency Control Room including satellite phones, FCT, and DOT phones in case of communication failure.
VHF sets are available for site communication
Alternate Power arrangements
Tower wagon Drivers and TRD staff of all Depot will remain on alert.
If Power grid supply gets disturb, then train services will run on Diesel traction.
On power supply failure at Junction Stations, control rooms and Major colonies, pumps etc., power supply will be given through DG sets.
Arrangements for Reserve Material, Machinery and Man Power.
Station wise details of all critical materials such as rubble, ballast, quarry dust and quarry dust on ground as well as on wheels has been prepared.
Loading of material in wagons has been organized and loading shall be continued at night.
Poclain, JCB Machines etc have been hired and arrangements for the stay of Divers have been made.
The details of agencies having heavy earth moving machinery, trucks, ropes, chain saw, dewatering pumps, pick up vans etc has been assessed and they have been put on alert.
Mobilization of manpower, both departmental and contractual has been done
3 Teams have been formed at Dwarika , Jamnagar and Surendranagar stations comprising of supervisors of various branches for better co-ordination.
Monitoring of Track and Bridges:
The patrolling of track and bridges is done on a continuous basis.
Monitoring COP, and FOBs
Prior survey and necessary securing of sheets has been done. All station platform shelters have been secured appropriately
The wind velocity is being measured and monitored hourly basis in order to impose traffic restrictions for movement on bridges (maximum wind speed of 60 Kmph). Monsoon precautions shall also be implemented fully.
Identification and cutting of vulnerable trees near the track.
Special Instructions for Safety
Special instructions for safety, including LC boom closure and withdrawal of staff from LCs functioning from porta cabins.
OHE and Transmission lines
Monitoring and inspection of OHE and transmission lines, liaison with electricity authorities, and provision of standby power devices.
Signaling and telecommunication arrangements
Installation of DG sets, and availability of spare parts is done
15 FCT , 2 satellite phones and walkie talkie sets in ART/ARMEs will be used for emergency communication.
Readiness of ART/ARMEs (Accident Relief Trains/Accident Relief Medical Equipment) at strategic locations.All staff has been strictly directed to use personal protection equipments like Helmets, shoes etc.
Security arrangements by RPF
The deployment of a RPSF (Railway Protection Special Force) coy (company) to assist in emergencies.
RPSF Company from nearby divisions have been deployed at the cyclone prone region to meet the emergency situation.
Officials have been advised to coordinate with, GRP, City police, Civil authorities, SDRF and NDRF in view of the cyclone and to take necessary assistance in case of emergency.
Arrangements For Stranded Passengers
Catering Stalls will remain open during cyclone affecting period with sufficient stock of water & Food materials.
Regular announcements will be made regarding the status of cyclone to alert passengers.
Help Desk is opened at Various stations in the cyclone prone areas.
Tie up with the state transport services for shifting of passengers to their destination in case of need.
Medical Preparedness :
Ambulances and Sufficient Medicines are kept ready at Hospitals & Health Units.
Medical State authorities and empaneled hospitals in the cyclone area are in contact to shift patients if needed.
Railway Medical Team is in contact with the State Medical Team and coordinating with them and also with the Empaneled hospitals to shift patients in case of emergency.
Gujarat State Ambulance Toll free No. 108 alerted.
The other local hospitals have also been alerted to deal with casualties.
All doctors and paramedical staff on alert in Mumbai.

In view of upcoming “BIPORJOY” cyclonic storm over Western Railway, the following trains will be regulated as under:
Cancellation of trains:
12905 Porbandar-Shalimar Express, journey commencing on 14.06.2023 and 15.06.2023 will remain cancelled.
12906 Shalimar-Porbandar Express, journey commencing on 16.06.2023 and 17.06.2023 will remain cancelled.
22829 Bhuj-Shalimar Express, journey commencing on 13.06.2023 will remain cancelled.
Short Termination/Short Origination of Trains:
22906 Shalimar-Okha Express, journey commencing on 13.06.2023 will be Short Terminated at Surendranagar.
12949 Porbandar-Santragachi Express, journey commencing on 16.06.2023 will be Short Originated from Ahmedabad.
पूर्वी मध्य अरब सागर के ऊपर चक्रवाती तूफान “विपर्यय”
भारतीय रेलवे द्वारा उठाए गए एहतियाती उपाय और कार्य योजना
आईएमडी ने नवीनतम बुलेटिन संख्या 43 ij (एआरबी/01/2023) दिनांक 11.6.23 को 17.10 बजे जारी किया है। बुलेटिन के अनुसार, पूर्वी मध्य अरब सागर के ऊपर बेहद गंभीर चक्रवाती तूफान “.विपर्यय ” बढ़ रहा है और सौराष्ट्र और कच्छ क्षेत्रों को प्रभावित कर सकता है। 11 से 14 जून 2023 तक अगले 4 दिनों के लिए चक्रवात “विपर्यय ” का पूर्वानुमान पूरे सौराष्ट्र क्षेत्र में बना दिया गया है।
तूफान के सौराष्ट्र और कच्छ क्षेत्रों को प्रभावित करने की उम्मीद है। संवेदनशील वर्गों में भावनगर, महुवा, वेरावल से पोरबंदर क्षेत्र, ओखा से एचएपीए और गांधीधाम क्षेत्र शामिल हैं।
14 तारीख की शाम को मांडवी-जखाऊ बंदरगाह के पास लैंडफॉल होने का अनुमान है। भारतीय रेलवे ने सुरक्षा सुनिश्चित करने और चक्रवात के प्रभाव को कम करने के लिए विभिन्न उपायों को लागू किया है।
इसमे शामिल है:
1. विभिन्न विभागों द्वारा ज़ोनल रेलवे मुख्यालय और चौबीसों घंटे मैनिंग पर आपदा प्रबंधन कक्ष का सक्रियण।
2. भावनगर, राजकोट, अहमदाबाद और गांधीधाम में डिवीजन मुख्यालयों पर आपातकालीन नियंत्रण कक्षों का संचालन।
3. कई स्थानों पर हवा की गति की नियमित निगरानी और हवा का वेग 50 किमी प्रति घंटे से अधिक होने पर ट्रेनों को नियंत्रित करने या रोकने के निर्देश। स्टेशनों पर एनीमोमीटर लगाए गए हैं और हर घंटे के आधार पर हवा की गति की रीडिंग ली जा रही है।
4. वास्तविक समय की निगरानी और समन्वय के लिए ऑनलाइन समूहों का गठन।
5. मौसम.आईएमडी.जीओवी.इन वेबसाइट पर चक्रवात से संबंधित जानकारी की निरंतर निगरानी।
6. पर्याप्त डीजल लोकोमोटिव की उपलब्धता और आपातकालीन निकासी के लिए कोचिंग रेक।
7. डबल स्टैक कंटेनरों के लदान का निलंबन और उनकी आवाजाही पर प्रतिबंध।
8. यात्री ट्रेन के कार्यक्रम की समीक्षा और चक्रवात की स्थिति के आधार पर आवश्यक निर्णय।
9. राहत ट्रेन की तैयारी।
10. चक्रवात/तूफान की स्थिति के दौरान सुरक्षा प्रोटोकॉल के संबंध में लोको पायलट और सहायक लोको पायलट की काउंसलिंग। चालक दल के आराम के लिए बनाए गए विभिन्न रनिंग रूम में सभी आवश्यक व्यवस्थाएं (भोजन, चिकित्सा आदि) की गई हैं।
11. हवा के मुक्त मार्ग के लिए कोचों के दरवाजे और खिड़कियां खुली रखने के निर्देश।
12. गहन निगरानी के लिए फुटप्लेट का गहन निरीक्षण किया गया है।
13. पूरी तरह से ईंधन वाले डीजल लोकोमोटिव और भरे हुए आरसीडी ईंधन टैंक की उपलब्धता के लिए व्यवस्था चक्रवात के बाद सामान्य संचालन में वापस आरसीडी ईंधन आंदोलन के लिए सड़क बुनियादी ढांचे में बाधा है।
14. वैकल्पिक संचार व्यवस्था
एक। संचार विफलता के मामले में सैटेलाइट फोन, एफसीटी और डीओटी फोन सहित आपातकालीन नियंत्रण कक्ष।
बी। साइट संचार के लिए वीएचएफ सेट उपलब्ध हैं
15. विद्युत की वैकल्पिक व्यवस्था
एक। सभी डिपो के टावर वैगन चालक व टीआरडी स्टाफ अलर्ट पर रहेगा।
बी। अगर पावर ग्रिड की आपूर्ति बाधित होती है, तो ट्रेन सेवाएं डीजल ट्रैक्शन पर चलेंगी।
सी। जंक्शन स्टेशनों, कंट्रोल रूम और प्रमुख कॉलोनियों, पंपों आदि पर बिजली की आपूर्ति विफल होने पर डीजी सेट के माध्यम से बिजली की आपूर्ति की जाएगी।
16. भंडार सामग्री, मशीनरी और मैन पावर के लिए व्यवस्था।
एक। जमीन के साथ-साथ पहियों पर सभी महत्वपूर्ण सामग्रियों जैसे मलबे, गिट्टी, खदान की धूल और खदान की धूल का स्टेशनवार विवरण तैयार किया गया है।
बी। वैगनों में सामग्री की लोडिंग की व्यवस्था की गई है और रात में लोडिंग जारी रहेगी।
सी। पोकलेन, जेसीबी मशीन आदि किराए पर ली गई हैं और गोताखोरों के ठहरने की व्यवस्था की गई है।
डी। भारी अर्थ मूविंग मशीनरी, ट्रक, रस्सी, चेन आरी, पानी निकालने वाले पंप, पिकअप वैन आदि रखने वाली एजेंसियों के विवरण का आकलन किया गया है और उन्हें अलर्ट पर रखा गया है।
इ। विभागीय और संविदात्मक दोनों प्रकार से जनशक्ति जुटाई गई है
एफ। बेहतर समन्वय के लिए द्वारिका, जामनगर और सुरेंद्रनगर स्टेशनों पर विभिन्न शाखाओं के पर्यवेक्षकों वाली 3 टीमों का गठन किया गया है।
17. ट्रैक और पुलों की निगरानी:
ट्रैक और पुलों की लगातार पेट्रोलिंग की जा रही है।
18. सीओपी और एफओबी की निगरानी करना
एक। पूर्व सर्वेक्षण और चादरों की आवश्यक सुरक्षा की जा चुकी है। सभी स्टेशन प्लेटफार्म आश्रयों को उचित रूप से सुरक्षित किया गया है
19. पुलों पर आवागमन के लिए यातायात प्रतिबंध लगाने के लिए हवा के वेग को प्रति घंटे के आधार पर मापा और निगरानी की जा रही है (60 किमी प्रति घंटे की अधिकतम हवा की गति)। मानसून सावधानियों को भी पूरी तरह से लागू किया जाएगा।
20. ट्रैक के पास कमजोर पेड़ों की पहचान और कटाई।
21. सुरक्षा के लिए विशेष निर्देश
सुरक्षा के लिए विशेष निर्देश, जिसमें एलसी बूम बंद करना और पोर्टा केबिन से काम करने वाले एलसी से कर्मचारियों की वापसी शामिल है।
22. ओएचई और ट्रांसमिशन लाइनें
ओएचई और पारेषण लाइनों की निगरानी और निरीक्षण, बिजली अधिकारियों के साथ संपर्क, और अतिरिक्त बिजली उपकरणों का प्रावधान।
23. सिग्नलिंग और दूरसंचार व्यवस्था
एक। डीजी सेटों की स्थापना, और स्पेयर पार्ट्स की उपलब्धता की जाती है
बी। आपातकालीन संचार के लिए 15 एफसीटी, एआरटी/एआरएमई में 2 सैटेलाइट फोन और वॉकी टॉकी सेट का उपयोग किया जाएगा।
24. रणनीतिक स्थानों पर ART/ARMEs (दुर्घटना राहत ट्रेन/दुर्घटना राहत चिकित्सा उपकरण) की तैयारी। सभी कर्मचारियों को व्यक्तिगत सुरक्षा उपकरणों जैसे हेलमेट, जूते आदि का उपयोग करने के लिए सख्ती से निर्देशित किया गया है।
25. आरपीएफ द्वारा सुरक्षा व्यवस्था
एक। आपात स्थिति में सहायता के लिए एक RPSF (रेलवे सुरक्षा विशेष बल) कंपनी (कंपनी) की तैनाती।
बी। आपातकालीन स्थिति से निपटने के लिए आस-पास के डिवीजनों की RPSF कंपनी को चक्रवात संभावित क्षेत्र में तैनात किया गया है।
सी। अधिकारियों को चक्रवात के मद्देनजर जीआरपी, शहर पुलिस, नागरिक अधिकारियों, एसडीआरएफ और एनडीआरएफ के साथ समन्वय करने और आपात स्थिति में आवश्यक सहायता लेने की सलाह दी गई है।
26. फंसे हुए यात्रियों के लिए व्यवस्था
एक। जल और खाद्य सामग्री के पर्याप्त स्टॉक के साथ चक्रवात प्रभावित अवधि के दौरान खानपान स्टॉल खुले रहेंगे।
बी। यात्रियों को सतर्क करने के लिए चक्रवात की स्थिति के बारे में नियमित घोषणा की जाएगी।
सी। चक्रवात संभावित क्षेत्रों में विभिन्न स्टेशनों पर हेल्प डेस्क खोला गया है।
डी। जरूरत पड़ने पर यात्रियों को उनके गंतव्य तक पहुंचाने के लिए राज्य परिवहन सेवाओं के साथ गठजोड़।
27. चिकित्सा तैयारी :
एक। अस्पतालों और स्वास्थ्य इकाइयों में एंबुलेंस और पर्याप्त दवाएं तैयार रखी जाती हैं।
बी। जरूरत पड़ने पर मरीजों को शिफ्ट करने के लिए चक्रवात क्षेत्र में चिकित्सा राज्य प्राधिकरण और पैनलबद्ध अस्पताल संपर्क में हैं।
सी। रेलवे मेडिकल टीम राज्य मेडिकल टीम के संपर्क में है और उनके साथ समन्वय कर रही है और आपात स्थिति में मरीजों को स्थानांतरित करने के लिए सूचीबद्ध अस्पतालों के साथ भी।
डी। गुजरात राज्य एम्बुलेंस टोल फ्री नंबर 108 को अलर्ट किया गया।
इ। अन्य स्थानीय अस्पतालों को भी हताहतों की संख्या से निपटने के लिए अलर्ट कर दिया गया है।
एफ। मुंबई में सभी डॉक्टर और पैरामेडिकल स्टाफ अलर्ट पर।
