रेलवे पर बिना अनुमति के हॉकरों की गतिविधि: जुर्माने से 30 लाख रुपये की आमद
RPF Kharagpur Division Foils Attempt of Illegal Wildlife Smuggling
On 18.09.2025, acting on a reliable source of information, a joint team of RPF/Post Baleshwar and CIB/Kharagpur, under the supervision of DI/CIB and PC/RPF Baleshwar, conducted an intensive operation against illegal wildlife transportation in Train No. 68050 Bhadrak-Kharagpur Passenger.
During the course of checking, ASI G. Behera of CIB/Kharagpur detected two male passengers travelling suspiciously near the doorway of the train between Khantapada–Nilgiri section. Upon inspection of their bags, 17 soft shell tortoises were found. On demand, the individuals could not produce any valid documents for transporting the wildlife.
The detained persons were identified as:
Sama Dalei (58 yrs), R/o Tima, P.S. Khantapada, Dist.- Baleshwar, Odisha.
Jadua Singh (35 yrs), R/o Basantapur, P.S. Baleshwar Sadar, Dist.- Baleshwar, Odisha.
Both individuals, along with the recovered tortoises, were de-boarded at Baleshwar Railway Station and brought to RPF Post Baleshwar. Later, officials from Chandipur Wildlife Range, Baleshwar arrived, and the seized tortoises along with the accused were handed over to the Forest Department for further legal action under the relevant provisions of the Wildlife Protection Act.
The Railway Protection Force, Kharagpur Division, remains committed to safeguarding not only passengers and railway property but also contributing towards the protection of wildlife and environment by preventing illegal trafficking through railways.
मेदिनीपुर, पश्चिम बंगाल: दक्षिण-पूर्व रेलवे के खड़गपुर डिवीजन ने कुछ हफ्तों से ऐसी तल्लाशी कार्रवाइयां तेज की हैं, जिनमें बिना अनुमति के रेलवे प्लेटफार्मों और ट्रेनों में सामान बेचने वाले हॉकरों को पकड़ा जा रहा है। रेलवे मानती है कि इस तरह की विक्री न केवल नियमों के खिलाफ है, बल्कि यात्री सुरक्षा, स्वच्छता और गुणवत्ता के दृष्टिकोण से भी खतरनाक हो सकती है।
प्रमुख बातें:
प्लेटफार्मों या ट्रेनों पर मुड़ी-भाजी, मुरे, साबुन-तेल-आचार आदि बिना अनुमति के बेचने वाले हॉकरों के खिलाफ खड़गपुर डिवीजन में लगातार अभियान जारी है।
रेलवे सुरक्षा बल (आरपीएफ) ऐसे हॉकरों को पकड़ने के साथ जुर्माना भी वसूल रही है।
पिछले वर्ष (2024-25) रेलवे अभियान से लगभग ₹12 लाख का जुर्माना वसूला गया, इसके लिए लगभग 2,574 हॉकरों को गिरफ्तार किया गया था।
वर्तमान वित्त वर्ष के अगस्त महीने तक, 1,945 अभियुक्त पकड़े गए और करीब ₹9,70,545 का जुर्माना वसूला गया है।
कुल मिलाकर, बिना अनुमति हाकरियों से रेलवे को सालाना करीब ₹30 लाख की आमद हो रही है।
रेलवे की तर्क एवं विरोध:
रेलवे का कहना है कि यह कार्रवाई यात्रियों की सुरक्षा, साफ-सफाई तथा सामान की गुणवत्ता बनाए रखने के इरादे से है। कई हाकरों द्वारा स्वास्थ्य मानकों के उल्लंघन की शिकायतें मिल चुकी हैं, और कुछ मामलों में यात्रियों के सामान चोरी की घटनाएँ भी सामने आई हैं।
दूसरी ओर, हॉकर यूनियन ने इस कार्रवाई पर आपत्ति जताई है। उनका दावा है कि ये लोग अपना जीवनयापन हाकरियों से करते हैं, और उन्हें अनुमति-लाइसेंस देने की मांग कर रहे हैं, न कि सिर्फ जुर्माना। यूनियन प्रतिनिधि कहते हैं कि अगर उन्हें नियमबद्ध तरीके से काम करने का अवसर मिले, तो वो रेलवे और यात्रियों दोनों के लिए बेहतर सेवाएँ दे सकते हैं।
निष्कर्ष:
रेलवे की इस नीति का उद्देश्य अवैध गतिविधियों पर नियंत्रण तथा यात्रियों की भलाई सुनिश्चित करना है, लेकिन यह भी स्पष्ट है कि लाखों रुपये के जुर्माने ने हाकर समुदाय में असमय चिंता पैदा कर दी है। समय बताएगा कि क्या इस संघर्ष में कोई मध्यस्थ समाधान निकल पाता है – जैसे कि अनुमति-प्रक्रिया को आसान करना या लाइसेंस देना – ताकि नियम भी लागू हों और livelihood की समस्या भी हल हो सके।
