पश्चिम मिदनापुर में कड़ाई: कुर्मी आंदोलन को रोकने के लिए जिला प्रशासन व रेलवे की सख्त तैयारी






पश्चिम मिदनापुर जिले में कुर्मी समुदाय द्वारा आंदोलन की चेतावनी के बीच जिला प्रशासन और रेलवे ने कड़े कदम उठाए हैं। ‘आदिवासी कुर्मी समाज’ ने २० सितंबर से अनिश्चितकालीन रेल रोक व राष्ट्रीय राजमार्ग अवरुद्ध करने का आह्वान किया है।
आंदोलन क्यों?
समाज का आरोप है कि राज्य सरकार और केंद्र सरकार ने उनके कई वादे नहीं पूरे किए, विशेषतः उन्हें एसटी (अनुसूचित जनजाति) की सूची में शामिल करने की मांग।
उच्च न्यायालय की भूमिका:कलकत्ता उच्च न्यायालय की डिवीजन बेंच ने पूर्व में दिए गए १९ सितंबर २०२३ के आदेशों की समान प्रति जारी करते हुए स्पष्ट किया कि आंदोलन या सड़क/रेल अवरोध किसी भी तरह स्वीकार्य नहीं होगा।
प्रशासन और रेलवे की तैयारियाँ:स्टेशन एरिया और नाका प्वाइंटों पर सुरक्षा बढ़ाई: कोलाइकोंडा, खेमाशुली, सरदीहा, मिदनापुर, गालुदी, भंजनपुर समेत छह महत्वपूर्ण रेलवे स्टेशनों और नीमपुरा यार्ड, कोतशिला आदि स्थानों पर विशेष निगरानी के आदेश दिए गए हैं।
सीसीटीवी कैमरे और पुलिस बल तैनात: स्टेशनों में २०–२० सीसीटीवी कैमरे लगाए जाएंगे, अतिरिक्त पुलिस कर्मियों की तैनाती की जाएगी।
आरपीएफ और जीआरपी की भूमिका: यदि आंदोलन शुरू हुआ, तो रेलवे पुलिस बल (आरपीएफ) और सामान्य सुरक्षा पुलिस (जीआरपी) तुरंत हस्तक्षेप करेगा।
नाका जामों को रोका जाएगा: राज्य-अंतराज्य सीमा वाले इलाकों, मुख्य नाका बिंदुओं को ‘दुर्भेद्य’ (penetration-असक्षम) बनाया जा रहा है। इन्हें पूरी तरह से नियंत्रित किया जाएगा।
कुर्मी नेतृत्व की प्रतिक्रिया:उच्च न्यायालय के आदेश के बाद कुर्मी समाज के नेता फिलहाल शांत दिखाई दे रहे हैं। ‘आदिवासी कुर्मी समाज’ का कुछ नेतृत्व फोन पर संपर्क करने पर भी जवाब नहीं दे रहा है। झारग्राम के उपनेगाचारी कुर्मी समाज नेता अनुप माहतो ने बयान दिया है कि वे समर्थन में हैं लेकिन कोई नया निर्णय नहीं लिया गया है।





PROPOSED RAIL AND ROAD BLOCKADE AGITATION BY ADIWASI KUDMI SAMAJ

The Kudmi Samaj has served memorandums to the Railways announcing their intention to organise an indefinite Rail and Road blockade at different stations of South Eastern Railway on 20.09.2025 from 05:00 hrs in support of the demands for early inclusion of the Kudmi community in the Scheduled Tribe list. This may have a huge impact on train operations in spite of non railway related issues.
Any disruption in Train operations will have far-reaching consequences, severely impacting both passenger and freight services. Indian Railways serves as the lifeline of the nation and obstruction of services may result in prolonged detention of trains causing hardship to passengers including shortages of essential commodities such as coal, food grains, petroleum products, fertilizers, water and medical aid. The rail blockade will therefore lead to a huge financial loss for the Railways. The Kudmi agitation on the previous occasions have severely affected the train movement and caused immense harassment for the passengers
Hon’ble High Court, Calcutta on Thursday ordered the Bengal Government and Indian Railways to take joint efforts so that road and railway traffic would not be hampered by the proposed agitation by Kudmi Samaj blocking roads and tracks.
Preventive and Precautionary Security Measures taken by SER
To address the situation, the Railway Administration has adopted a proactive approach in close coordination with the State Administration and security agencies:
- IG-cum-Chief Security Commissioner, SER written a letter to Chief Secretary, Director General of Police & Director General of Govt. Railway Police of State of West Bengal, Odisha and Jharkhand to maintain law and order. A virtual meeting was also held with DGP of Jharkhand in this regard.
- Strengthened RPF and GRP deployment at all sensitive stations, particularly at 52 identified protest locations over SER.
- Quick Reaction Teams (QRTs) formed to respond to any attempt of unlawful obstruction of trains or tracks.
- Coordination cells set up with District Magistrates and Superintendents of Police of affected districts for real-time information sharing and joint action.
- Intensified patrolling of tracks, yards, and station areas to prevent sabotage or unauthorized entry onto railway premises.
- Close monitoring of social media and intelligence inputs for advance warning of mobilization.
- Emergency control rooms activated at Divisional Headquarters to ensure 24×7 monitoring and communication.
- Public awareness being generated through media and local channels to dissuade villagers and public from engaging in unlawful activities which may invite legal action.
In connection with the memorandum submitted by the “Adivasi Kudmi Samaj”, South Eastern Railway authority has written a reply informing them about all the negative consequences which are likely to happen in case of proposed rail blockade. The security wings from each division have also alerted the Kudmi Samaj that Railway Protection Force (RPF) is authorised to take action against the protestors including arrest and prosecution.
As it is also clarified that the agitation is being organized on non-railway related demands, Railway authority urges the Kudmi Samaj to express their views through constitutional and democratic means, rather than disrupting train operations which form the lifeline of essential passenger and freight movement in the region.
