पत्थरबाजी की घटनाओं में गिरफ्तारी/हिरासत

खड़गपुर मंडल के अंतर्गत हाल ही में ट्रेनों पर पत्थरबाजी की घटनाओं के सिलसिले में, आरपीएफ पोस्ट/बालेश्वर एवं आरपीएफ पोस्ट/हिजली द्वारा संबंधित खंडों में कई छापेमारी एवं तलाशी अभियान चलाए गए, जिसमें एक व्यक्ति को गिरफ्तार किया गया और दो किशोरों को हिरासत में लिया गया, जिन्होंने ट्रेनों पर हुई हालिया पत्थरबाजी की घटनाओं में अपनी संलिप्तता स्वीकार की।

एक पुरुष अपराधी, जिसका नाम सत्यनारायण साहू (उम्र 26 वर्ष), निवासी हल्दीपाड़ा, नयापाड़ा, थाना- बस्ता, जिला- बालेश्वर, को आरपीएफ पोस्ट/बालेश्वर द्वारा 27.05.2025 को गिरफ्तार किया गया और उसके खिलाफ रेलवे अधिनियम-1989 की धारा 153 के तहत मामला दर्ज किया गया। उसने यह स्वीकार किया कि वह यात्रियों से मोबाइल फोन छीनने या चोरी करने का आदी है, जो ट्रेन के फुटबोर्ड के पास यात्रा करते हैं, और वह उन्हें डंडे या पत्थर से मारकर यह काम करता है। आगे पूछताछ में उसने 06.05.2025 को एक चलती ट्रेन पर पत्थरबाजी की घटना में शामिल होने की बात भी स्वीकार की।

ट्रेन संख्या 12822 (धौली एक्सप्रेस) एवं 22895 (वंदे भारत एक्सप्रेस) पर पत्थरबाजी की घटनाओं की जांच के दौरान, आरपीएफ पोस्ट/हिजली ने 26.05.2025 को लेवल क्रॉसिंग गेट संख्या 17 के पास एक गुप्त निगरानी अभियान चलाया, जिसमें दो किशोर झाड़ियों के पीछे संदिग्ध स्थिति में छिपे हुए पाए गए। जब रेलवे ट्रैक के पास उनकी उपस्थिति के बारे में पूछताछ की गई, तो वे कोई संतोषजनक उत्तर नहीं दे सके। परिवार के सदस्यों को बुलाया गया, और उनकी उपस्थिति में दोनों किशोरों ने वंदे भारत ट्रेन और धौली एक्सप्रेस पर पत्थरबाजी की घटना में अपनी संलिप्तता स्वीकार की। इनकी संलिप्तता 24.05.2025 एवं 25.05.2025 के वंदे भारत ट्रेन के सीसीटीवी फुटेज से भी पुष्ट हुई।

सभी कानूनी औपचारिकताओं को पूरा करने के बाद, किशोर न्याय बोर्ड, पश्चिम मेदिनीपुर के आदेशानुसार दोनों किशोरों को आगे की कार्रवाई हेतु बाल देखभाल संस्थान (Child Care Institute) को सौंप दिया गया।

रेलवे अधिनियम, 1989 की धारा 153 के तहत यात्रियों की सुरक्षा को खतरे में डालना, जैसे कि ट्रेनों पर जानबूझकर पत्थर फेंकना, एक दंडनीय अपराध है, जिसके लिए पांच वर्ष तक की कैद हो सकती है।

In connection with the recent incidents of stone pelting on trains over the jurisdiction of Kharagpur division, RPF Post/Baleshwar & RPF Post/Hijli conducted several raid and search operations in the section and arrested one person and detained two juveniles, who confessed to their involvement in the recent stone-pelting incidents on trains.

A male offender, named Satyanarayan Sahu, aged 26 years, resident of Haldipada, Nayapada under PS-Basta & Dist-Baleshwar, has been arrested by RPF Post/Baleshwar on 27.05.2025, and a case was registered against him under Section 153 of the Railway Act-1989. He confessed to being habituated to stealing/snatching mobile phones from the passengers traveling near the footboard of trains by hitting them with a stick or stone. Upon further interrogation, he accepted his involvement in the stone-pelting incident on a moving train on 06.05.2025.

While investigating the stone-pelting incidents on Train no. 12822 (Dhauli Exp) and Train no. 22895 (Vande Bharat Exp), RPF Post/Hijli conducted an ambush cum secret watch near LC gate no. 17 on 26.05.2025 and found two juveniles hiding behind the bushes in a suspicious manner. When inquired about their presence near the railway tracks, both the juveniles were unable to give any satisfactory answers. The family members were called, and in their presence, both the juveniles confessed to their involvement in the stone-pelting incident over the Vande Bharat train and Dhauli Exp. Their involvement was also confirmed by the CCTV footage of the Vande Bharat train of 24.05.2025 & 25.05.2025.

After observing all the legal formalities, as per the order of the Juvenile Justice Board, Paschim Medinipur, the two juveniles were handed over to the Child Care Institute for further course of action.

Endangering the safety of passengers by any willful act, such as pelting stones at trains, is a punishable offense with imprisonment for a term that may extend to five years under Section 153 of the Railway Act, 1989.
